Lt Gen KT Parnaik (Retd) Jt Managing Director, Rolta

Lt Gen K T Parnaik (Retd) is the Joint Managing Director of Rolta Defence Technology Systems since June 2016. He has had a distinguished career of over 41 years in the Indian Army. He served with dignity and professional excellence, holding leadership positions in challenging Command and Staff assignments along the entire Northern and Western Borders of the country. A third generation officer, he commanded a Brigade in J&K during Operation Parakram along the LC, and a Division in Sikkim & Corps in the North East. His staff experience transcends operational logistics, intelligence and planning branches and directorates. As Director General Perspective Plans, he was closely associated with modernization and transformation of the Indian Army. The General is credited with several foreign assignments, to include Chief of Staff of UN Mission in Angola and Commandant of INDIAN MILITARY TRAINING TEAM in Bhutan. At the peak of his career, the General held the most coveted assignment as Army Commander of the highly active and sensitive Northern Command, a 450,000 strong force, dealing with military operations in J&K and logistics in some of the remote and hostile terrains along the Northern and Western Borders of the country.

Situational Awareness in Combat - Abstract

1. Historically, the term SA was used by the USAF fighter crews returning from the Korean/Vietnam War. They identified good SA as a decisive factor in air combat engagements and equated it with "Observe & Orient" phases of the famous OODA Loop or the 'Boyd's Cycle' conceived by Col John Boyd. Getting to know the adversary's mind has not only been an ever-persistent quest of battlefield commanders but it has also been the central theme of all tactical planning. Therefore, understandably, the inability to acquire a clear picture of the battlefield situation has always been tormenting commanders.
2. Situational awareness aims at thinning the fog of war, if not removing it altogether. As would be evident, it implies real-time information of the enemy as well as own troops. It also encompasses real-time information about the terrain in which the forces are to operate. When we achieve all these, we have, what is popularly known as Battlefield Transparency.
3. The manner of gaining and interpreting information can be related to:
(a)Situational awareness related to own forces. It is critical to have such information for numerous reasons, like directing artillery fire, air strikes and when necessary to decide on the precise extent of a breech to launch a counter attack.
(b) Situational awareness related to terrain and enemy. These can be considered together, because the manner of obtaining information and the sources employed for both are similar. we do not have an effective means of sharing information between hierarchies. In other words, these sensors are not networked. This brings us to the question whether networking alone will assure real-time situational awareness.
4. The question is, whom all do we network? To have holistic awareness, it is essential that all combat, combat support entities need to be networked. It is also desirable that major logistics entities in the combat zone also are part of this network.
5. In ROLTA we are fully seized of this crucial aspect. We are actively engaged in developing advanced algorithms for not only autonomous change detection, but also object identification. Such techniques will greatly enhance the speed at which intelligence is made available to the commanders.

Agendra Kumar President, Esri India

Agendra Kumar is the President of Esri India, a joint venture between ESRI Inc., USA and NIIT Technologies Ltd., India. Esri, headquartered in California is the global leader in GIS software. Agendra joined Esri India in August 2013; and has build a leadership team which is successfully helping both government and private organizations in solving greatest challenges in the areas like governance, urban development, water resource management, disaster management, forestry, mapping, telecommunications, utilities and transportation. He has over 25 years of experience in IT business management and has served as the country head of several multinational technology companies. Prior to joining Esri India, Agendra was the Managing Director of Silicon Graphics in India. Earlier, he served as the Managing Director of Veritas India and upon its merger with Symantec Corporation; he took on global account management responsibilities as Director for Asia Pacific and Japan region. He is Sr. Vice President of the Association of Geospatial Industries (AGI); was also co-Chair of ISRO-AGI Joint Working Group.

Maj Gen PK Mallick (Retd) Vivekananda International Foundation, Enhancing situational awareness for combat

An Electronics and Tele Communication Engineering graduate from B E College, Shibpur, M Tech from IIT, Kharagpur and Fellow of Institute of Electronics and Telecommunication Engineers (IETE), Maj Gen PK Mallick, VSM is an alumni of Defence Services Staff College Wellington, College of Defence Management Secunderabad and National Defence College. Commissioned in Corps of Signals of Indian Army, the officer has varied experience in command, staff and instructional appointments. The officer has taken part in OP RAKSHAK (Punjab), OP RHINO and OP RAKSHAK in the Valley. The officer has been DAAQMG in HQ 19 Infantry Division, Col GS(System) HQ Eastern Command, Deputy Chief Signals Officer HQ Northern Command and Chief Signals Officer HQ 15 Corps, DACIDS (DIARA) at HQ IDS and Chief Signals Officer in HQ Central Command. He had a tenure of Instructor Class A and Officer Commanding Junior Wing in Military College of Telecommunication Engineering, Mhow. He has commanded a Divisional Signal Regiment in OP VIJAY and OP PARAKRAM in Western Command. A winner of COAS Gold Medal Essay Competition and second prize winner four times at USI Essay Competition the officer is a prolific writer, regularly contributes in defence related journals and has published large number papers. He has delivered talks and participated in panel discussions at USI, CLAWS, CAPS, NMF, CENJOWS, HQ ANC, Army War College, Military College of Telecommunication Engineering, Mhow, Intelligence School, Pune, Computer Society of India (Bangalore) and Institute of Electronics and Telecommunication Engineers (Lucknow). The Officer was posted as SDS (Army) at NDC, New Delhi before retirement on April 2015.

Col P Hani, SM MCEME, Applications of AI in military logistics

Colonel P Hani was commissioned into the Corps of EME in Mar 1996. The offr did his attachment in the NE where he was awarded the 'Sena medal' for gallant action. Subsequently the offr has tenated various appts in the EME to incl wksp offr, OIC Msl Testing, OC Wksp and 2IC in various EME Bn. He also had the privilege of raising a wksp under 9 Corps. The offr has done staff tenure as AQMG in a RR Sect and as Det Cdr on UN msn in Congo. The offr has done BTech in Electronics, MTech in Computer Technology, TSOC, MBA and Adv Course in Computers. He has commanded 604 EME Bn in Allahabad and is presently posted as the HoD, Computer Systems Dept in MCEME. Abstract: Logistics plays an important role in organisations like armed forces and the incorporation of AI will make the system leaner and meaner as is the requirement of date. The pitfall however remains that any AI software can only work if there is enough data to train a model, which is seriously limited in the Indian Army. There is no dedicated expertise that is available that can feed the data on such a large scale. Add to this, the strict cyber policies that also pose a challenge. However at an institutionalised level, AI has to be the future and logistics, the most apt case, for incorporation at the earliest.

Shishir Verma is the Sr. Vice President at MapmyIndia and heads the Government Business of the Company. He has extensive experience of over 27+ years in Sales & Operations, with 16 years in IT & Telecom industry and over 11 years in the Geospatial Industry. Lt Gen (Dr) Rajesh Pant PVSM, AVSM, VSM (Retd)

Internationally renowned soldier-scholar, General Pant has 42 years experience in Indian Army, especially in field of Electronic Warfare, Geointelligence and Cyber Warfare. Presently he is an International consultant in C5ISR systems and Information Security.

Dr Bharat Lohani Exec Director, Geokno India & Professor IIT Kanpur (on leave), Applications of LiDAR for defense

Dr. Bharat Lohani obtained his PhD from the University of Reading, UK in 1999 in the area of LiDAR technology. Since 2002 Dr. Lohani is with IIT Kanpur where he currently holds the position of Professor. Dr. Lohani has been spearheading research, training and industrial activity in LiDAR technology in India. He has published over 100 papers, supervised Masters's and PhD theses, conducted national and international courses, and helped a large number of government and private organizations in implementation of LiDAR technology. Dr. Lohani co-founded Geokno India Pvt. Ltd. in IIT Kanpur in 2009, to translate his research interests for social benefits.

John Cartwright Vice President - Defence & Intelligence, DigitalGlobe

John Cartwright is Vice President, Defense and Intelligence at DigitalGlobe, where he is responsible for Product Strategy and Sales Engineering. John joined DigitalGlobe in January 2013. Prior to DigitalGlobe, John was a Principal at the Boston Consulting Group (BCG), and before that, a research scientist in astrophysics at the University of Chicago. John has a Ph.D. in astrophysics from California Institute of Technology and a B.S. in physics from Indiana University.

Geospatial-Enabled Analytical Solutions for Defence & Security Forces

In the past few years, Defence & Security forces have embarked on enterprise-wide IT projects to automate their operational, intelligence, logistics & administrative functions. While the initial focus of these automation projects was digitalisation of various transactional activities, there is a growing realisation that the organisations can and should further exploit the huge quantity of data that is generated by the transactional systems. This has led to the conceptualisation of analytics solutions by strategic thinkers in these organisations. The drive behind these analytical solutions is the derivation of new insights from large volume of structured & unstructured data that is generated within the organisations. Geospatial analytics is a vital component in these multi-faceted analytical solutions. The talk will highlight how modern off-the-shelf analytical platforms & solutions are geospatially enabled to provide enhanced decision support at various levels within the organisations. Issues and concerns related to information security will also be briefly covered, along with risk mitigation strategies that are built into the solutions.

Maj Gen R. P. Bhadran (Retd) Sr. Vice President, Rolta

Major General RP BHADRAN, was commissioned to 7th Light Cavalry in 1979. He is a post graduate engineer with specialisation in Combat Vehicles. During his military career spanning 36 years, he has had varied experience in command and staff assignments. In his last assignment before retirement from service, he was the Additional Director General Information Systems. During the three year stint as the ADGIS, he oversaw the development of operational information systems of the Army including the prestigious CIDSS, BSS, ACCCS, BMS and ADC&RS projects. Post retirement, he has been pursuing his passion for military technology. As the Sr Vice President at ROLTA, he is spearheading the development of state-of-the-art C4I systems for the armed forces.

Abstract

Raster analysis tools for change detection and int gathering

Accurate and current information about terrain and enemy in the area of operations is a crucial battle winning factor. From the traditional methods of collecting information from agents and sources adopted in the past, today most of the information is acquired through remote sensing using satellites and unmanned aerial vehicles. It is obvious that these images need certain processing before intelligence can be extracted out of it. Information so processed for exploitation and analysis of imagery and geospatial information todescribe, assess, and visually depict physical features and geographically referenced activities on the earth is commonly known as Geospatial intelligence. One popular means of gleaning geospatial intelligence from raster images is through change detection. Change detection is the process of identifying differences in the state of objects and/or phenomena under consideration by observing them at different times. From the military perspective, change detection is important for monitoring various military attributes of terrain, like infrastructural changes, land use and land cover, construction of defence works, changes in deployment pattern of the enemy, etc. Recent advances in satellite imagery, in terms of improved spatial and temporal resolutions, allow for reliable identification and prediction of change patterns.

Vijay Kumar Vice President and Head Technology, Esri India

With more than 25 years of association with Geospatial Industry and Academia, Vijay has contributed towards evolving innovative solutions for key business problems and society at a large. Before joining ESRI, Vijay had played role of Group Leader and Functional Head for Geospatial Technology Division at Tata Consultancy Services Limited. There he worked as founding member of the Geospatial division. Vijay has been instrumental in conceptualizing, designing and implementing large geospatial programs across various industry sectors globally. He has helped large organizations in creating their organizational road map for Enterprise Geospatial and Information Technology. As Head of Technology at ESRI India, Vijay is responsible for managing PreSales and Solution Teams, COE and Cloud Program, Post Sales Support, Training and Professional Services function. Vijay continues to maintain strong links with the world of academia. He is a corporate member of the Institution of Engineers (India) and Life Member of Indian Institute of Remote Sensing. He is also a member of the Institute of Electrical and Electronics Engineers (IEEE). He has been contributing to the advisory activity for various institutes including IITs.

C2 for Border Security & CIP

In order to address the concerns of Border Security & Internal threats being faced by the country, Forces require indigenous designed and integrated cutting edge software security systems in the vast domain of C4ISTAR. The central tenet of ensuring Border Security and countering Internal threats is by shortening the OODA loop i.e. "An entity that can process this cycle quickly, observing and reacting to unfolding events more rapidly than an opponent, can thereby get inside the opponent's decision cycle and gain advantage" Therefore, the proposed security system is envisaged to fully address the operational needs of the Armed Forces, Central Armed Police Forces & law enforcement agencies.
Forces need comprehensive state of-the-art indigenous robust solution which should be intuitive and customizable. At the granular level, the solution should cater for Operational and predictive Intelligence planning tools which assist in mapping Real-time Situational Awareness (RSA) along with integration of complex sensors/systems network thereby generating a Common Operating Picture (COP) .This would assist the Commanders at various hierarchical levels with a true and actionable intelligence in real time thus enabling early / timely detection, identification, tracking and mitigation of the intrusion in an Operational area.

Dr M Bhutiyani Former Director, DTRL

Dr MR Bhutiyani had been Director, Defence Terrain Research Laboratory (DTRL), New Delhi, since 2014. His work on the natural hazards such as avalanches, rockfalls, ice avalanches, crevasses and glacier-melt water floods afflicting the troops deployed in the glaciated terrain of the eastern Karakoram Himalayas has resulted in preparation of route maps of all glaciers of that region and ensured the safety of pedestrian routes and camp sites for the troops. His efforts in development of robust avalanche forecasting methodology peculiar to this region and training of troops in crossing of avalanche terrain and safety and rescue aspects have led to saving of many precious lives over a period of time. Dr Bhutiyani's work has also resulted in formulation of certain mitigation strategies to combat climate change in NW Himalayas which are now being implemented on ground.

Dr Subrata Rakshit Associate Director, CAIR

At CAIR, DRDO Dr Rakshit has worked on image processing, computer vision, neural networks, and cyber security. From 2000 to 2012 he headed the Computer Vision group and worked on multi-sensor data fusion and net-centric warfare, participating in various CAIR activities related to Army's TAC C3I development projects. He is currently Outstanding Scientist and Associate Director CAIR, overseeing CAIR technology development activities in Command-Control, Artificial Intelligence, Robotics and Cyber Security.

Dr M.K.Munshi Chair, OGC India Forum

Dr Munshi is a Civil Engineering Graduate of Calcutta University , Post-Graduate Diploma in Aerial Photography, ITC The Netherlands, PhD,IIT Delhi. He is an ex-Officer of The Corps of Engineers, Indian Army and Survey of India. His involvement in Cadastral mapping /surveys in India goes back to 1968.In 1970-71, he was involved in a pilot , cadastral mapping project in Goa, under the Centre for Survey Training and Map Production ,a UNDP project. Between 1974-84, while responsible for all mapping aerial photography flown in the country, involved in the use of large scale , rectified aerial photography , for cadastral mapping In the country.

Amit Mukherjee Assistant Professor, National Institute of Advanced Studies

Amit Mukherjee is an Assistant Professor in the International Strategic Security Studies Program at the School of Conflict and Security Studies in National Institute of Advanced Studies, Bangalore. His work involves use of GIS and Remote Sensing systems for national and international strategic studies. Research interests include applying artificial intelligence methods in geo-computational analysis for studies in counter terrorism and counter insurgency, homeland security, maritime,warfare, military affairs and strategy, border security.

Abstract

Object Based Feature Identification and Classification with GIS: A Strategic Perspective

Satellite based Image recognition has become an irreplaceable method for situational awareness in all aspects of security and military domain. Ever since the capability to see from space became operational, imagery has been at the forefront of Intelligence gathering and analysis. The open and easy access to geospatial location based information through Google Earth has made open source information and intelligence gathering ubiquitous to one and all. The implementation of pattern recognition in images through Google imagery can be used as a precursor for target oriented surveillance with high resolution imagery.
Object based analysis is a major method that permits access to these verification and validation protocols. In this paper presentation Object based image analysis provides semi-automated and automated feature identification using GIS solutions for Strategic Interests. Use of Geospatial intelligence and remote sensing is becoming a major source of verification and validity of nuclear sites and claims. GIS assists in fulfilling the three simple functions - acquisition of data, evaluation of its content and subsequent response for any violation based on the extent of violation.

Maj Gen RK Chaudhary has held several Command, Staff and Instructional appointments during his career. The important staff tenures include Chief Signal Officer 15 Corps, DDG MO (IW), and Chief Signal Officer Northern Command. He has been Directing Staff at Defence Services Staff College, Wellington and had been the Commander IT Wing at MCTE, Mhow. He is a prolific writer on Information Warfare and Organisationr re-Structuring.

Col Pankaj Sharma Indian Army

Col Pankaj Sharma an alumnus of OTA was commissioned in Regiment of Artillery in 1988, and has served in a mountain, field, heavy and light regiments in all types of terrains. After excelling in various technical courses incl adv course in Israel the officer was in the core team that developed one of the Tac C3I system SHAKTI and was responsible for its GIS module. Besides being Subject Matter Expert with US Marine Corps, Offr has been with Imagery Interpretation Teams incl MI-17 for more than 12 years, Col Pankaj Sharma has been in forefront of various national level projects like National Geointelligence Framework (NGF) as representative of Indian Army.

Venugopal Parasuraman CEO, Aryaman Geo Info Solutions

Venugopal has extensive experience in Aerial Photogrammetry project (solutions for airborne surveying missions). He is a trained UAV Photogrammetric UAV Project Planning Consultant, Integrator and Operator small Unmanned Aerial Vehicles (UAV's) for Aerial Mapping, Aerial Photography and Scientific-related applications (Fixed and Hybrid System), flying experiences, has end to end knowledge on installation, gather intelligence for mission planning, mission sensor/payload operations, launching, remotely piloting, and recovering remote piloted ground and Air mapping systems Project Planning(Mission Planning) /Flight Guidance, GNSS/IMU Navigation, Post and Pre-Processing.

Brig Sunil Mishra Indian Army

Brig Sunil Mishra was commissioned into the Dogra Regiment on 10 Jun 1989. An alumnus of Sainik School Lucknow and National Defence Academy, the officer has a wide operational experience. He has served in active Counter Insurgency Operations as well as on the Line of Control during OP PARAKRAM. He served as General Staff Officer at a Mountain Brigade and at the Directorate General of Information Systems dealing with Geographic Information Systems and has presented a number of papers on GIS and related issues. He commanded his battalion on the Line of Control in Jammu & Kashmir and an Inf Bde in Rajasthan.

Col Pradeep Bhat (Retd) Associate Director - Government Industry Solutions, IBM India

As a Signals officer, Col Bhat has rich domain knowledge and experience in conceptualization and implementation of static and tactical voice & data networks in the Army. In addition, he has about 5 years of Electronic Warfare (EW) operational experience and another 5+ years in software development and integration of various generations of imported EW systems. He was also part of the SAMYUKTA Integration Team at DLRL Hyderabad, responsible for software integration of various components of the Indigenous EW Programme. In his last appointment as Director CDNS, he was responsible for all aspects of communication and information integration of Tactical C3I and C4I2 systems of the Army and Joint Services.

Lt Col Ashutosh Verma Indian Army

Lt Col Ashutosh Verma is commissioned in the Corps of Electronics and Mechanical Engineering. He is presently serving as Joint Director in the Directorate of Indigenisation. He is alumnus of NIT Raipur, EME School, MCEME and IIT Kharagpur. He has interests in IoT, Geospatial Technologies, Artificial Intelligence and their military applications.

Dr Charru Malhotra Professor, IIPA

Dr. Malhotra is presently working as Associate Professor (e-Governance and ICT) at Indian Institute of Public Administration (IIPA), New Delhi, India and has more than 28 years of professional experience in the field of Software Engineering, ICT, MIS/GIS and e-Governance (http://iipa.org.in/malhotra.htm).

She is Project Coordinator for three significant impact assessment and capacity building projects, related to Digital India Program (GoI) and has single-handedly championed IT/ e-governance assignments worth 7 crores (INR 7,13,00,000) in last five years (2013 onwards) for her institute. She has also been a National ICT/ e-Governance consultant and in this capacity served several UN bodies, including Asian Development Bank-ADB, The World Bank, Winrock International, UNDP etc. in the fields of Software Engineering, MIS/GIS, e-Governance.

Dr. Rhushabh Goradia Director - Tech & Edu., Syncthreads Computing

Dr Goradia is CEO and co-founder of Syncthreads. The company kickstarted in 2014 by IIT Bombay alumni. It started with a revolution of GPU for high performance computing, and has national and international academic collaborations, important government clients. The company's focus today is AI, HPC, Vision, Analytics and Visualisation largely for spatial information.

The focus of his presentation, Geo-Assit is a fully loaded intelligent system with an advanced vision and learning capabilities, build on GPU optimized with HPC and delivered as a Box solution.

Cdr Mukesh Saini (Retd) Former National Information Security Coordinator, GOI

Commander Saini is a veteran naval officer with more than 31 years of experience in Information Warfare and Cyber Security. He was country's first National Information Security Coordinator and Chief Security Advisor to Microsoft. He was also Group IT Security for Essel Group of Companies. He is an avid writer and speaker on the subject of Privacy and Cyber Security. He holds 3 Masters Degrees and several professional certifications of management, Privacy and Cybersecurity.

Lt Col Ashwin Yakkundi Commandant, Army HQ Computer Centre

Lt Col Ashwin Yakkundi was commissioned into Indian Army, Corps of Signals in Dec 2000. The Officer has served in peace and field units alike and has varied experience in the field of Information Technology and Communications. The Officer is a BTech in IT and Communication from Military College of Telecommunication Engineering (MCTE), MTech in Computer Technology from IIT Delhi and MS in IT Security from Masaryk University, Czech Republic.

Col AK Singh (Retd) Director, RSI Softech India

Col AK Singh was commissioned in Regiment of Artillery in 1982 and Changed over to Intelligence Corp in 1990. He has done Remote Sensing and GIS course in India and France from prestigious institutions. He was part of DIPAC as Image analyst from 2001 to 2006. After taking PMR from Army in 2009 he has been part of the Geospatial industry. As Director of RSI SOFTECH he has been able to successfully interface the new technology to the users requirements.

Lt Gen CP Mohanty AVSM, SM, VSM, DG OL&SM

General Mohanty has served in practically all types of TERRAIN in the country. He has varied experience in COUNTER INSURGENCY OPERATIONS where he has been a COMPANY COMMANDER in Counter Terrorism environment in J & K and a BATTALION COMMANDER on the Line of Control in OP PARAKRAM in J&K. The Gen officer later commanded his Battalion in Meghalaya, during which period the battalion participated in CI ops in ASSAM and 'OP ALL CLEAR'. He has the unique distinction of commanding two BRIGADES ie. a bde on the LAC and later on a multinational UN Bde in Congo. He commanded a Division in 'OP RHINO' for which he was awarded AVSM. Brig Rajesh Sachdev Stn Cdr Delhi

In a distinguished military career spanning almost three decades, he started his career from Operation PAWAN in Sri Lanka where his unit was deployed as part of Indian Peace Keeping Force. He has tenanted critical command and staff appointments at tactical and operational level in the counter insurgency war in the North East and Jammu & Kashmir. He also participated actively in Operation VIJAY (KARGIL WAR) while posted in Ladakh Region from 1997 to 1999.

K Bhaskar Reddy, Sr Addl DG Defense Estates

A. Bhaskar Reddy joined IDES in 1988. He served as Cantonment Executive Officer of Aurangabad, Bareilly, Deolali, Wellington, and Pune cantonment boards. He worked as Dèfence Estates Officer of Danapur and Bangalore circles. He served as Deputy Secretary in UPSC from 1997 to 2001. He has staff experience in DGDE as DDG from 2006 to 2009. He is an alumni of NDC 49th course. He was nominated for MBA study in UK in 2000. He served as Director Defence Estates Pune from 2013 to 2017.

Agendra Kumar President, Esri India

Mr Agendra Kumar is the President of Esri India, a joint venture between ESRI Inc., USA and NIIT Technologies Ltd., India. Esri, headquartered in California is the global leader in GIS software. Agendra joined Esri India in August 2013; and has build a leadership team which is successfully helping both government and private organizations in solving greatest challenges in the areas like governance, urban development, water resource management, disaster management, forestry, mapping, telecommunications, utilities and transportation. He has over 25 years of experience in IT business management and has served as the country head of several multinational technology companies. Prior to joining Esri India, Agendra was the Managing Director of Silicon Graphics in India. Earlier, he served as the Managing Director of Veritas India and upon its merger with Symantec Corporation; he took on global account management responsibilities as Director for Asia Pacific and Japan region. He is Sr. Vice President of the Association of Geospatial Industries (AGI); was also co-Chair of ISRO-AGI Joint Working Group.

He has held several Command, Staff and Instructional appointments during his career and has vast experience in Counter Insurgency Operations in Jammu and Kashmir and Northeast India. He has also served as Military Observer in United Nations Mission to Angola. The General Officer has commanded the Dimapur based 3 Corps and took over as Director General of Military Operations in Jan 2018.
